Getting into Timor-Leste is mostly straightforward, assuming you have the correct Timor-Leste Visa to enter the country. Here is how it all works.

Generally speaking, getting into Timor-Leste is very simple.

Presidente Nicolau Lobato International Airport in the capital city DIli (IATA Code: DIL) connects East Timor to some major international route such as Singapore, Bali and Darwin.

Entry requirements for most nationalities, including the Visa On Arrival is mostly straighforward here.

However, if you are going overland from West Timor (Indonesia), that's a different story. Visa must be pre-arranged before arriving.

Flying into Dili, Timor-Leste

If you're flying directly into Dili, Visa On Arrival (VOA) is available for most nationalities (including the US, Canada, UK and Australia) at the airport for USD 30, valid for 30 days. Simple.

The same rule and condition applies at Dili Seaport.

Important to note:

If You Hold an EU/Schengen and ASEAN Passport

Skip the visa on arrival queue entirely.

EU/Schengen Area, as well as ASEAN nationals are visa-exempt in Timor-Leste for up to 90 days in any 180-day period, at no cost, with no form to fill in beyond the arrival card.

This applies at land border crossings too, so no advance arrangement is needed wherever you enter.


Overland border crossing into Timor-Leste (Batugade border)

If you're crossing overland at the Batugade/Mota'ain border (into Oecusse enclave of Timor-Leste), you will need to apply in advance at the Timor-Leste Consulate in Kupang for a "Visa Application Authorization."

When you arrive at the border, you present this document to an immigration official and pay USD 30 to receive your visa. Visas on arrival at land borders are no longer available for most nationalities, so do not show up at Batugade without your authorization letter expecting to sort it on the spot.

You can apply in person at the Consulate in Kupang or online through the Ministry of Immigration website, allowing around 10 working days to receive a printable authorization.

Visa exemptions do exist for citizens of several countries including EU Schengen states, a handful ASEAN countries i(ncluding Indonesia) and a growing list of nations with bilateral agreements, better check the current list.

A few things to consider:
  • You can also apply through the Timor-Leste Immigration Department website at migracao.gov.tl
  • Do not show up at Batugade without the required authorisation. They will not let you in and it's a very long way to come to be turned back.
  • One upside of applying through a consulate in advance is that visas arranged this way can be valid for up to 90 days, single or multiple entry (considerably more flexible than the standard 30-day airport stamp).

Entering Oecusse Enclave of Timor-Leste (and onto the main part)

Oecusse is Timorese territory completely surrounded by Indonesian land.

If your itinerary includes an overland travel from Kupang through Oecusse and then onto Dili, you'll be crossing through Indonesia in between the Timor-Leste parts that requires both additional Indonesian visa, as well as multiple entry Timor-Leste Visa (and possible additional authorisation for Oecusse)

This will need to be arranged before your travel to avoid problems.

To avoid this issue, the simplest way is to take the ferry or a flight from/to Dili, since your existing Timor-Leste visa covers the whole territory and no Indonesian border crossing is involved.


Extending Your Visa

The standard 30-day visa on arrival can be extended at the Immigration Service Department in Dili.

Apply at least 15 days before your current stamp expires, not on the last day.

A first extension of 30 days costs $35 USD, and a longer extension of up to 60 additional days costs $75 USD, bringing the maximum cumulative stay to 90 days.

Bring your passport, proof of accommodation and onward travel plans to the appointment.

If you arranged a 90-day visa through a consulate before travelling, the extension question largely doesn't arise.


Overstaying your Visa in Timor-Leste

For most viistors, including a travel to Timor-Leste with Koryo Tours, your length of stay in the country will not be exceeding the (typical) 30-day limit.

However, as in visiting any country in the world, overstaying your permitted stay will land you in serious trouble, as The Timor-Leste Immigration Service keeps records and takes overstays seriously

Fines and potential deportation and ban will be imposed to foreigners.

Visa extensions also cannot be processed until any outstanding overstay fine is cleared, which is an additional complication nobody needs.

If you've overstayed, go to the Immigration Service in Dili and sort it out before you try to leave.


Timor-Leste Visa Tips

A couple of things worth noting before you travel:

  • Bring the US$30 in cash in exact change since the immigration counter doesn't always have bills to give back.
  • Your passport needs to be valid for at least six months from your date of entry and must have at least one blank page free for the visa sticker.
  • An onward or return ticket may also be requested, so have something ready.
  • If you're arriving by air or sea at Dili, do not apply for a visa in advance. It creates complications at the desk. Just get it on arrival.
  • Make sure to always check the Timor-Leste Immigration official page for the most updated Timor-Leste Visa rules, as this may change without notice.

Frequently Asked Questions (FAQs)

  • Can I get a visa on arrival at the land border? Only if you hold an Indonesian or Portuguese passport, or in practice a US passport. Everyone else needs a Visa Application Authorisation obtained in advance.
  • Do I need a visa if I hold a Schengen passport? No. Schengen nationals are visa-exempt for up to 90 days, by air, sea or land.
  • Can I extend my 30-day visa? Yes, at the Immigration Service Department in Dili. Apply at least 15 days before your stamp expires. First extension is $35 USD for another 30 days.
  • What documents do I need at Dili airport? Passport valid for at least six months with one blank page, completed arrival card, and $30 USD in cash. Onward travel documentation may also be requested.
  • What's the simplest way to reach Oecusse? By ferry or flight from Dili. Your existing Timor-Leste visa covers it and there are no Indonesian border crossings to manage.
