Getting a Libya visa requires a support letter from a licensed Libyan tour operator, a completed e-visa application, and a degree of patience. Here's how it all works.
Getting a visa for Libya is not like getting a visa for most countries. You cannot simply fill in an online form, pay a fee, and wait for an email confirmation.
The process involves working with a licensed local tour operator inside Libya, obtaining a support letter, and navigating a system that is functional but requires patience and the right guidance.
The good news is that if you are travelling with a reputable specialist tour operator, the vast majority of this process is handled for you.
Note: In order to travel to Libya you MUST join a tour. Either a private or a group trip. Solo travel to Libya is not possible.
This guide explains how the Libya visa system works, what you need to prepare, and what to expect at each stage.

Let’s start with some quick facts.
To travel to Libya as a tourist in 2026 and get the Libya visa, you need the following:
(If travelling to eastern Libya and Benghazi, the separate Benghazi entry permit is also required).
Almost all nationalities require a visa to enter Libya.
There are no significant visa-on-arrival arrangements for Western travellers, and Libya does not operate a visa-free policy for most countries.
You will need to arrange your visa before you travel.
The current system for tourist entry is built around an e-visa process that is tied to a support letter from a licensed Libyan tour operator.
To get a visa, you need a licensed operator. To travel meaningfully in the country, you need a licensed operator.
Basically, there’s no way around it - you need a licensed tour operator in Libya both to enter the country and to travel around it.
The support letter is a formal document issued by a licensed Libyan tourism company, addressed to the relevant Libyan authorities, confirming that you are travelling to Libya as part of an organised tour, that the company takes responsibility for your programme in the country, and that your visit is legitimate and properly structured.
Without this letter, your e-visa application has no basis.
With it, the application has a clear official framework that the Libyan authorities can verify.
When you book a Libya tour with Koryo Tours, obtaining the support letter is part of what you are paying for. We handle the communication with our licensed Libyan partner, and the letter is prepared and sent to you in advance of your visa application.
We do everything for you - so you just have to provide us with documentation, then await your e-visa.
On arrival in Libya you will be met with our local partners who will assist in the visa process at immigration.
Libya does not permit entry to travellers whose passports contain Israeli entry or exit stamps.
If you have visited Israel and have Israeli stamps in your current passport, you will need to travel on a new passport without those stamps.
If your Libya tour includes eastern Libya and Benghazi, be aware that entry to Benghazi requires a separate permit in addition to the standard e-visa.
This permit currently carries a fee of USD 600 per person. It is a significant additional cost but is non-negotiable for travel to the east of the country.
On Koryo Tours Benghazi and eastern Libya itineraries, the Benghazi entry permit fee is included.
So, no extra hidden costs there!
Travel insurance is mandatory for entry to Libya on a Koryo Tours trip.
Standard holiday insurance is not sufficient. You need a specialist policy that explicitly covers travel to high-risk destinations and includes the medical evacuation component.
Several specialist insurers offer this type of cover.
The full visa process from receiving your support letter to having an approved e-visa in hand typically takes between two and four weeks, though this can vary.
On arrival at Tripoli International Airport or Benina International Airport in Benghazi, you present your passport and printed e-visa to the immigration officer.
Your tour operator's local partner will have a representative meeting you on the immigration side. You won’t be able to enter without them.
This can take time. Patience is required!
